Running Vista normally, with the Apache Monitor open, one may have trouble controlling -- starting, stopping, restarting -- your local server.
Any command you might try to initiate, having restarted your computer an infinite number of times, yields absolutely no effect. Apache is obviously a very significant system process, and will therefore require administrative access to control it. However, merely logging onto and using the system's administrator account is not sufficient; instead, you must start the server under the administrator role to begin with:
If your server monitor is already running in the taskbar, close it.
From your start menu, open the "Apache HTTP Server X.XX" folder and right click on "Monitor Apache Servers"
Select "Run As Administrator" and approve the User Account Control (UAC) prompt.
You should now be able to control your server without any further problems.
